Guidelines for the preparation and lodgement of submissions
 
Submissions invited

Submissions to the Strategic Review of Health and Medical Research in Australia are invited from both individuals and organisations. Submissions may contain comment, opinions, arguments, facts and recommendations for action. However, they must not contain any defamatory statements. Respondents to the call for submissions should read the conditions listed below and ensure that they agree to the conditions before lodging a submission.

Addressing Terms of Reference

Individuals and organisations who wish to make a submission should clearly address the Review Terms of Reference. To assist respondents, the terms of reference have been grouped into four sections, each of which is headed by a question to focus attention on the information that the Panel requires. Submissions longer than one page must be accompanied by a concise summary covering all key points made in the submission.

The Panel is calling for written submissions on the following questions:

  • Why is it in Australia’s interest to have a viable, internationally competitive health and medical research sector?
    (Terms of Reference 1 and 6)
  • How might health and medical research be best managed and funded in Australia?
    (Terms of Reference 2, 3 and 7)
  • What are the health and medical research strategic directions and priorities and how might we meet them?
    (Terms of Reference 5, 12 and 13)
  • How can we optimise translation of health and medical research into better health and wellbeing?
    (Terms of Reference 4, 8, 9, 10 and 11)

Lodging a submission

Submissions should be made electronically through the Review website by following the appropriate links on the home page. The registration form requires a short summary, up to 300 words, of the main points made in your submission. Very short submissions can be made directly via the summary field. Longer submissions should be made via the website home page as either PDF or MS Word files.

If you wish to amend your submission after lodging, please contact the Secretariat on 02 6295 9074 before uploading the amended version.

Contact details

When lodging a submission you must supply a name, phone number and address for the submission so we can verify your response if necessary. The Panel will not accept anonymous submissions and the electronic form on the website will not accept a submission if these details are not included. If your submission is from an organisation, please indicate this clearly. Include the signatory's position, and at what level the submission was authorised.

Submissions status and publishing

It is compulsory to indicate whether your submission is available to be made public or whether you wish it to be kept confidential. Reasons for requesting confidentiality include personal reasons or reasons relating to the submission of commercial–in-confidence material. If part of your submission is public and part is confidential, please check the box ‘Confidential’ and indicate within your submission which part is confidential. The Panel may choose to publish all, part, or none of each submission on the Review website and will take into account requests for confidentiality when deciding whether to publish submissions on the website. Submissions will only be published after the contents have been checked for defamatory material and confidentiality. The address and personal contact details will be deleted from submissions made by private individuals, or elsewhere requested.

Acknowledgements

Acknowledgement of receipt of submissions will be made by email. If you do not receive acknowledgement by email within one week of lodging your submission, and are concerned that the Review Secretariat may not have received your submission, please contact the Secretariat on 02 6295 9074.

Closing date

The closing date for making submissions is 30 March 2012.

On making a Submission to the Review, the submitter agrees to the following conditions:

(a) is libellous/defamatory;
(b) infringes another party’s copyright; or
(c) is published in breach of privacy requirements.

Linked Sites
The Review Panel and the secretariat are not responsible or liable for the availability or content of any other Internet site linked to or from this site from the links contained in submissions to the Review. Access to any other Internet site is at your own risk. If you create a link to this site you do so at your own risk.

Privacy
Personal information you provide is collected in order for the Review Panel to take submissions in accordance with the Panel's Terms of Reference. Personal information will only be used for the purposes of the Review and will not be otherwise disclosed without your consent, unless authorised or required by law. The Review will only publish personal information on this site if it has been collected for this purpose with your knowledge or if you have consented to the disclosure. When giving such consent you should be aware that information published on this site is accessible worldwide, that it will be indexed by search engines and that it may be copied and used by any web user. This means that, once the information is published on this site, we will have no control over its subsequent use and disclosure.

Intellectual Property
The ownership of all Intellectual Property Rights vest in the submitter. The submitter grants to the Review Panel a permanent, royalty-free licence to use and adapt material in the Submission for the purposes of the Review, and only for the Review.
